<br />apply to the entire Town water system including the Peak Seven water system. The data <br />for that system will not be incorporated in this report due to its small size and <br />independent operation. The service area extends downstream to the High School at the <br />Blue River inlet to Dillon Reservoir. The Tarn facility presently serves approximately <br />9130 single-family equivalents (SFEs), according to finance department records. This is <br />about 78% of build-out The January 1998 Water Master Plan projects build-out to be <br />reached approximately in 2015. Recent updates estimate that build-out will be <br />approximately 11,680 SFEs. However, the Summit County Upper Blue Master Plan has <br />set a goal of striving toward 75% of build-out to preserve quality of life, to reduce <br />congestion, and to conserve resources including water. Many of the developments that <br />are served by Town water have been approved at less than planned density. <br /> <br />The Goose Pasture Tarn Reservoir and the associated water rights, augmentation plans, <br />and treatment capacity have the capacity to serve 104% of the projected build-out during <br />a dry year in the winter at peak population. <br /> <br />The municipal golf course irrigation water and the ski area snowmaking water are <br />provided directly from untreated river sources downstream of the Town's drinking water <br />treatment plant All the parks in Town are watered with treated water. <br /> <br />Water use efficiency is important to Breckenridge to help with dry years, to reduce peak <br />demands, to reduce the wastewater plant hydraulic load, and to provide density for <br />affordable housing projects. <br /> <br />Section 2. Inventory <br /> <br />2.1 Water Supply Sources/Storage <br /> <br />Treated water for the Town is provided from the treatment facility at the Goose Pasture <br />Tarn Reservoir. Influent and effluent at the facility is metered. Currently the facility <br />serves a permanent year round population of about 4,800 and a peak day transient <br />population of about 37,000. The total peak day population served is about 42,000. The <br />average daily transient population served is about 19,000 and the total average daily <br />population served is about 23,800. <br /> <br />Currently there are about 3,600 metered customer accounts. There are no master meter <br />sales to special districts. All of the water mains that serve all 3,600 accounts are <br />maintained and owned by the Town. Metered sales in 2001 were about 1815 acre-feet, in <br />2002 about 2080 acre-feet, and in 2003 about 2090 acre-feet Unaccounted for uses and <br />losses (leaks) are estimated to be about 8% based on the audit done for the first two <br />months of 2004. The audit compared total facility production to total metered sales. <br />The current production water demand per SFE is about 0.25 acre-feet per year. The 10- <br />year average of the daily service equivalent annual average is 276 gallons per day. The <br />annual average per capita use is about 79 gallons per day. <br />
