<br />J <br />I <br />I <br /> <br />I <br />I <br /> <br />I <br /> <br />-- --- <br /> <br />! <br /> <br />Water Rate Structures <br />Water rates encourage water conservation when they reflect the real cost of <br />delivering water, increase in proportion to the amount of water used, and are high enough <br />so customers find it worthwhile to monitor their Use. The following tasks are <br />recommended when addressing water rate structures. <br /> <br />I. Revise billing reports to report usage by number of customer <br />accounts within each customer class. <br /> <br />2. Perform a comprehensive water rate study which consists of a <br />financial plan, cost of service analysis, and design of water rates. <br />Approximate cost for a study is $20,000. <br /> <br />3. Establish an excess use surcharge for water users who consume <br />more than the anticipated amount of water per household. The <br />surcharge should be applied on an annual basis to every thousand <br />gallons over the allotted amount. Monies collected from the <br />surcharge should be held in a special fund for water conservation <br />programs. <br /> <br />Low Water-Use Landscapes <br />Water conservation in outdoor use offers the most potential for saving water or <br />reducing demand. Studies have shown that the savings range from 5 to 20 percent of <br />annual water use. Reducing the need for irrigation water would reduce the total water <br />used by the City as well as reduce the system peak demand. The following programs <br />should be used to encourage outdoor water conservation: <br /> <br />---- --- -- -l: ---- Monitorwater use of water oflarge irrigafimn:ustomers, mcludmg-- <br />the Parks Department and the Brighton School District. All <br />irrigation usage should be metered regardless of whether it is <br />treated water, well water, or wastewater effluent. A computer <br />spreadsheet should be created that contains the following data: <br /> <br />. Location. <br />. Monthly water use. <br />. Method of irrigation. <br />.
