<br />. PHASE II <br /> <br />This City finished its metering project by installing meters at the Town park, Town home and the <br />Town Hall. The City supplied the meters at a cost of -$2,000. <br /> <br />This computer system monitors the loss in the distribution system and will be alerted if any leaks <br />develop. This has been on-line since the City is now fully metered. The computer system has <br />detected a problem with a co-op pipeline supplied by the City. This co-op has a master meter with <br />individual meters on the members taps. The city was able to identify a water loss and low water <br />pressure after the water passes through the co-op master meter. The City is considering <br />developing a new pipeline to address the problems with the co-op pipeline and thereby taking <br />over the co-op customers. <br /> <br />The computer system also detected a broken master meter. Through analysis of water being <br />billed, the City realized that there was more water billed than actually flowed through the master <br />meter. The master meter had a broken flow meter that would not detect low flows of water. The <br />master meter was replaced. <br /> <br />FINAL PHASE <br /> <br />. <br /> <br />Sugar City will have completed one full year of the present billing system in January 1996. The <br />City has identified an annual water use for: <br /> <br />1989 <br />1990 <br />1991 <br />1992 <br />1993 <br />1994 <br /> <br />28,130,000 mg <br />27,685,000 mg <br />26,699,000 mg <br />24,909,000 mg <br />24,553,000 mg <br />28,134,000 mg <br /> <br />The City will report to the Office of Water Conservation its total winter use for 1995-96 in <br />March of 1996. <br /> <br />Sugar city has revamped their billing statements to include daily usage. The City does not have a <br />newspaper. The Town Hall is the communications center for this community on the eastern <br />plains. The billing statements have been designed to include space for information. This space <br />will be utilized for water problems, water conservation, and other public announcements. This is <br />the only monthly communication the city has with its customers. <br /> <br />The main problems encountered in this project were from the lack of computer knowledge in <br />purchasing the computer system and selecting the software needed to best fit our needs. The vast <br />array of software available was confusing and selection of economical programs was difficult to <br />the less than computer literate. <br /> <br />. <br />
