Be adopted by the entity's goveming board. <br /> <br />Internal Review <br /> <br />A draft plan was distributed to City staff members for their comments by March 29, <br />1996. Then, the draft plan was reviewed by the Planning Commission on April 3, 1996, <br />and the Public Wori(s Board on April 29, 1996. <br /> <br />Public Participation <br /> <br />Citizen input is an important part of water conservation planning. The draft plan was <br />open for a SO-day public comment period from March 29 until May 27. On Tuesday, <br />May 14, 1996, a public meeting was held to explain the draft plan and solicit additional <br />comments. After the public comment period, the draft plan was revised and rewritten to <br />reflect comments received. <br /> <br />Press releases went to the Journal Advocate and South Platte Sentinel newspapers, as <br />well as the KSTC and KPMX radio stations to let citizens know that the draft plan was <br />available to pick up and review. The draft plan was available to the public at the City <br />Cleri('s office in the City Administration Building and at the Sterling Public Library. <br /> <br />City Council Adoption <br /> <br />On Tuesday, May 14, 1996, a public meeting was held to explain the plan and solicit <br />additional comments. At III.. May 28, - - . <br />1996 City Council meeting, Councilrnembers adopted the water conservation plan by <br />resolution. The plan must be adopted before being' submitted to the Colorado Water <br />Conservation Board (CWCB). <br /> <br />Plan Revisions <br /> <br />The plan is an evolving document, that will be reviewed annually and revised as <br />needed. As new ideas and technologies are developed, new measures may be added. <br />As existing measures have been completed or are no longer viable, they may be <br />deleted. Minor revisions of the plan will be approved by the Public Wor1<s Board. For <br />major changes, the plan will be open for public comment and a revised resolution will <br />be sent to City Council. <br /> <br />Page10 <br />
