Regulatory measures, including standards for the use of water use efficiency <br />fIXtures and landscapes, and ordinances, codes, or other law designed to <br />encourage water use efficiency; <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />STERLING WATER CONSERVATION PLAN <br /> <br />MAY 28, 1996 <br /> <br />CHAPTER 2 - WATER CONSERVATION ACT <br /> <br />State of Colorado Water Conservation Act of 1991 <br /> <br />In 1991, the Colorado General Assembly enacted House Bill 91-1154, known as the <br />Water Conservation Act of 1991. Key elements of the Act are as follows: <br /> <br />Established the Office of Water Conservation within the Colorado Water <br />Conservation Board to assist local governments and water providers with <br />conservation programs. <br /> <br />Required state agencies to develop water conservation plans for state-owned <br />facilities built or renovated after 1993. <br /> <br />Provided $500,000 in grant money to be used for pilot projects designed to <br />demonstrate water conservation. <br /> <br />Required water providers that deliver 2,000 acre-feet or more of water annually to <br />develop and implement water conservation plans by July 1, 1996. <br /> <br />Water Conservation Plan Requirements <br /> <br />Sterling delivers over 4,000 acre-feet of water annually to customers, and therefore <br />falls under the water conservation plan requirement. After July 1, 1996, the Colorado <br />Water Conservation Board and the Colorado Water Resources and Power <br />Development Authority will not accept an application, or process an application that has <br />already been submitted, for financial assistance in the construction of any water <br />diversion, storage, conveyance, water treatment, or wastewater treatment facility from <br />an entity that has not submitted a plan.
