7-11.

7.2.1 ConservaIion Goals

The City has established well-directed goals for the analysis and implementation of
water conservation. The goals were formulated to comply with City planning objectives and
the needs of the Department of Public Works and Boulder residents.

Goals Initial water conservation goals, used in developing conservation prospects,
and work products for this master plan are to:

. Use water resources as efficiently as posstble.

.:...

. Minimi7.e the need for future facilities to balance supply and demand.

. Reduce peak demands by focusing conservation on exterior water use.

. Present a. fair, consistent, and attractive conservation message and
program.

. Increase community awareness of the need to save water while
presenting flCXlble optiODS to do so.

. Reduce water use of existing customers by encouraging efficient
irrigation and the retrofitting of inefficient indoor and outdoor water
fixtures.

. Reduce water use of new customers by incorporating water
conservation technologies in the design of new coDStruction programs
for the City of Boulder. The process began by assuring acceptance by
the Boulder community of the City's water conservation efforts. Issues
. of particular interest were presented to the community at the very start
of the study.

To further the aboYe objectives, the City began the process of developing a new,
more aggressive, conservation program. Key to this effort was the involvement of the
Boulder Cow.wowilt at the front end during a Focus Group workshop program for the City
of Boulder. The expected rcsuIts of implementing the program were also dcscnbed during
the workshop program.
