<br />7-12 <br /> <br />7.2..2 FoaJS Group <br /> <br />The City of Boulder Department of Public Works conducted a Focus Group <br />Workshop to solicit the thoughts, goals, and concerns of key individuals and organizations <br />from the Boulder community on the subject of water conservation. Other issues were also <br />addressed as they related to the City's Treated Water Master Plan. The "key" individuals <br />attending the meeting included members of the environmental community, landscaping, and <br />development community, the business community, and private citizens. The objectives of <br />the Focus Group Workshop included: <br /> <br />. incorporating input from key citizens and organ;,...tions <br />. identifying key issues and concerns <br />. detecting and resolving problems early on <br />. brainstorming and consensus building. <br /> <br />The discussions from the meeting are descnbcd below. <br /> <br />Water Conservation.. The City's plan for developing a water conservation program <br />was discussed including the study process, possible water conservation measures, and criteria <br />for evaluating the measures. The conservation objectives of the Focus Group are listed <br />below: <br /> <br />. Reduce average annual peak demands (especially exterior water use). <br /> <br />. Show favorable economic justification for the conservation program <br />(e.g., favorable benefit/cost ratio. <br /> <br />. Assure a flexible conservation program acceptable to the community. <br /> <br />. Focus on high water users both prescnt and future. <br /> <br />. Coordinate.aIl water conservation activities with other city, county, and <br />state agencies. <br /> <br />. Provide educational assistance to assure continual reinforcement of a <br />water conservation ethic. <br /> <br />. Use water conservation to reduce the use of other natural resources <br />such as energy. <br /> <br />. Provide adequate conservation incentives to the water users. <br /> <br />. Test large, expensive conservation measures with pilot projects. <br />
