Auditors will check for indoor leaks on all faucets and
showerheads. Leak detection dye tablets will be used in each
toilet. The homeowner is responsible for making leak repairs,
unless a minor adjustment can be made.

Measurements of the current flow of showerheads, faucets and
toilets will be made. If the fixtures are not water conserving
models, retrofit devices will be installed with the homeowner's
approval. The devices to be installed are:

. Niagara N2131 showerhead

. Niagara N31 04 & N3100 faucet aerators

. Frugal Flush early-closing toilet flapper

Auditors will give each household a copy of their water con-
sumption for the past three years and explain how water and
sewer bills are calculated based on the current rate structure.
They also will discuss water conserving habits and leave litera-
ture with hints for indoor and outdoor water conservation.

2. No construction.

3, We have met with the City's volunteer coordinator and she has
assured us that she will have time to recruit and coordinate the
volunteers for this project. We will work closely with her to en-
sure the volunteers will fulfill our project needs. City staff
members involved will be allocated sufficient time to coordi-
nate and carry out the project.

V. Publicity/Promotion

A. The Loveland-Reporter Herald was excited to hear the news of
the grant. An article was published announcing the award of
the grant on March 20, 1992 and the newspaper will feature an-
other article when we are ready to sign up homeowners for the
program, The City has an advertisement page that runs every
Monday in the paper. The program will be advertised and fea-
tured in this section of the paper also. The CSU Collegian pub-
lished an article on April 1, 1992 about the grants Loveland
and Fort Collins received.

Presentations have been made informing the City's Manage-
ment Team and the City Council about the grant. Both groups
were very enthusiastic about the program and will be kept up-
to-date of the program's progress. State legislators and other
community VIPs also will be kept informed with the progress
of the project. The Office of Water Conservation will be refer-
enced as the source of funding in all promotional information.

Page 5
