D. Research concerning devices:

Information from Rocky Mountain Institute, A WW A Research Foun-
dation and Colorado Office of Water Conservation and various man-
ufacturers and distributors.

IV. Project Implementation

L Volunteers are being enlisted through the City's volunteer coor-
dinator. We have given her a job description with duties to be
performed, and the skills and knowledge requirements neces-
sary for the volunteers. Volunteers must be able to perform
basic plumbing functions and be able to converse effectively
with the general public. The volunteers will work in teams of
two to help eliminate any "questionable" behavior by either the
volunteers or the participants. Volunteers will be recruited
from Front Range Community College, CSU, interested organi-
zations and the general public.

A day-long training program will be required for volunteers
and City staff involved in the project. The training will cover
the methods for measuring water use, identifying leaks, and in-
stalling retrofit devices. The importance of communicating
clearly with customers will be stressed.

City staff will arrange the time and date for each audit, Ap-
pointments will be scheduled during regular workdays, eve-
ning hours and on Saturdays. City staff will accompany each
volunteer team on at least their first home visit. Every auditor
will be required to wear a City identification tag when they
enter the homes.

From various water audit program reports, a typical audit takes
approximately one hour. With the additional flow measure-
ments and public education aspects of our program, we will
schedule one and a half hours per audit. If a team of two volun-
teers do 3 audits a day, six days a week, and two teams work
each day, the 500 audits will be completed in approximately
14 weeks and require approximately 2,016 manhours, The
number of volunteers will depend on the amount of time per
week they will be able to work. If an average volunteer works
8 hours a week, we will need to recruit 20 volunteers.

Participants for the project will be recruited through a direct
mailing to high consumption customers, bill inserts and adver-
tising in the Loveland Daily Reporter-Herald and KLOV
radio.

Page 4
