Conservation Measures <br /> <br />3.1 Role of Water Use Efficiency <br />The Company wants its customers to understand the history, uses and value of water in <br />Colorado. With an appreciation for the difficulty and complexity of water delivery systems and <br />the valuable role of water in our ecosystem and economy, the Company believes, its citizens are <br />more likely to act voluntarily to reduce water use. The Company focuses on economics and <br />wants the price message to consumers to be "conservation equals lower costs." The Company's <br />water conservation plan combines conservation measures to make water available to its <br />customers at a reasonable cost and to use water wisely for the benefit of the entire community. <br /> <br />3.2 Conservation Measures <br />1. EducationlDissemination of Information <br />The Company is designing a "customer awareness program" that will offer information <br />on water conservation, development, water quality, flows, and water supply. A customer <br />"not line" will be established to answer questions and disseminate information, <br /> <br />2. Leak Repair and Detection <br />A complete analysis of the Company's distribution system will be scheduled for every <br />four years. Toilet and sprinkler leaks are the major causes for leaks behind the meter. To <br />avoid this, the Company will provide dye tablets for the toilets and will conduct a free <br />water audit of the sprinkler system upon request. <br /> <br />3. Low Water Use Fixtures <br />The Company has adopted EI Paso County's plumbing standards. This requires that all <br />indoor water using-fixtures, -including'showerheads, toilets, and faucets installed in the <br />Service Area meet the 1992 Energy Act requirements. Developers are required to install <br />, 'thdow water use fixtures. The Company will publish,the low water use fixtures and <br />offer additional water conserving tips through a publicity campaign. <br />Interior water use in older homes equipped with traditional, non-water-saving plumbing <br />fixtures is typically about 80gpcd, while newer homes use up to 36 percent less water. <br />The reduction of indoor water use will also save consumer energy costs, since water <br />heating constitutes about 15 percent ofa home's total energy requirements. <br /> <br />4. Efficient Landscape Irrigation <br />The Company is designing Service Area regulations that will restrict the amount of sod <br />and "Blue Grass" utilized in landscaping future developments.
