The tasks involved in this project can be summarized as
follow:

1. Identify sites to install new water efficient
devices and meters and control group units. These
sites will be representative of the various populations
that make up the "resort community", e.g. condominiums,
second homes, lodging, etc.

2. Identify units that have existing water meters
which can be retrofitted with water efficient devices
for pre and post evaluation of water savings.

3. Install meters and water efficiency fixtures.

4. Develop and implement a user survey for both the
control and sample groups which is based on surveys
used by other water and energy utilities.

5. Collect and evaluate data from meters and user
survey.

6. Incorporate information generated in monitoring
and the user survey into spreadsheet. Include data for
efficiency of water fixtures and costs.

7. Prepare spreadsheet for evaluating options for
water efficiency measures in individual units.

8. Prepare a user manual for inputting service area
specific information into the spreadsheet and
interpreting results.

9. Advertise the availability of the tool through
regional newsletters, NWCCOG board meetings, etc.
Provide training on use of spreadsheet and
interpretation of output, as requested.

The need for this projects stems from the fact that
water use patterns in mountain resort communities are
different than other sectors of the State. Local water
providers need to provide dependable supplies of domestic
water. However, existing water planning tools do not apply
to these resort areas. Populations may fluctuate by more
than ten fold in the winter months. This fluctuation is a
result of short term, seasonal workers and a huge tourist
population. These individuals are on vacation, not in their
own communities, and so often abandon conscientious water
use habits. In addition, because of our location, lawn
irrigation is not as predominate because the growing season
is shorter and cooler, and the mountain environment
typically precludes the need for a turf grass lawn.
In short, the situation is very unique. A planning
tool for water demand management which is tailored to the
