Improve the understanding of water use in resort
communities and how that compares with other areas of
the State.

2. Focus attention on the opportunities to manage
water demand in resorts and the improvements that will
have on the optimal utilization of the State's water
resources.

3. Create a useful tool for resort area water
providers to analyze their own specific situations and
evaluate appropriate approaches to conserving water.

4. Reduce the pressure resulting from competing uses
of water.

5. Free up some demands on regional streams and
thereby make available its use for many of the
activities which attract individuals from across the
State and nation to visit the resort communities in the
Colorado Rocky Mountains.

6. Assist property owners in resort communities in
evaluating their options for indoor water conservation.

Participants in the project would include, indirectly,
the 24 communities located in Region XII. NWCCOG would
manage and administer the project. The City of Steamboat
Springs would provide a test site for the evaluation of
efficient indoor plumbing fixtures for a resort population,
as well as oversight of the installation and metering of the
fixtures. The remaining communities would receive a
presentation of the project results and be provided a copy
of the planning spreadsheets and training in its use.

2. Describe the methods you are proposing to monitor or
track the change in water use as a result of the project.
Also briefly describe how you propose to evaluate the
project results and publicize the results in your area.

Water meters will be used to measure water consumption
at the Steamboat Springs test sites. The project will
compare water use both before and after installation of
water efficient indoor plumbing fixtures, and in similar
units with and without water efficient fixtures installed.
In addition, a survey of participants will be utilized to
compare and evaluate water use habits. This survey will be
modeled after surveys used to determine individual's energy
use in private homes. Questionnaires for energy use have
