III. PUEBLO'S WATER USE EFFICIENCY PROGRAM

The Board's Rules and Regulations provide the policies that guide Pueblo's Water
Use Efficiency principals, strategies and programs. The Water Use Efficiency Plan
recognizes that water demands will generally be higher during periods of drought
than during periods of normal or above normal precipitation. Pueblo experienced
drought years in the 1950s and 1960s, and again in the early 1980's.

In 1981, Pueblo's efficient water use practices had a positive effect on water
demands. Summer time high temperatures, water rates, conservation practices
during the drought and universal metering all had an effect on peak water
demands. Records for 1981 indicate a relatively dry year, but there was no record
of an above-normal demand for water. Increasing water rates and universal
metering decreased nonessential water uses and, as one might expect, average day
demands.

The vast majority of the Board's programs are based on the philosophy of voluntary
commitment by the customers to use water efficiently. During drought times,
however, efficient use of water is sometimes mandated.

)

Pueblo's Water Use Efficiency Program continues to be developed and has
expanded in recent years to include public education elements. The plan includes
presentations and tours of the Water Treatment Plant for school children,
educational videos for public use and other special projects.

On the following pages are lists of programs and activities associated with Pueblo's
Water Use Efficiency Plan. These programs and activities identify Pueblo's water
use efficiency measures in the order suggested in House Bill 91-1154.

-4-
