II. POSITION STATEMENT ON WATER USE EFFICIENCY

The Board of Water Works of Pueblo is committed to pursuing efficient use of water
as one of the most readily available sources of water for now and in the future.

We believe this plan outlines productive, financially sound, and practical ways to
approach a program of efficient water use. Efficient use of our water helps us
manage our water system in an environmentally sustainable way in an era of
limited resources.

Making more efficient use of our existing water resources is also the most
economical and environmentally responsible way to meet Pueblo's growing demand
for water.

Pueblo's Water Use Efficiency Plan represents our foresight and future strategies
as we plan for Pueblo's growth. Through research, new technologies, and operation
and management programs the Board saves millions of gallons of water per day.

-3-
