of an Extraterritorial Water Service Policy, which deals with water service to
customers outside the City Limits, new rate structure, and new plant water
investment fees continues to make Pueblo a continued leader in the establishment
of efficient water use procedures.

The following Water Use Efficiency Plan sets forth the goals and policies of the
Pueblo Board of Water Works. Designing the plan required evaluation of Pueblo's
present and future demands, facilities and policies. The Plan also complies with
and responds to the requirements incorporated in the Colorado Revised Statutes
following the signing into law of House Bill 91-1154. A more thorough discussion of
these specifics of this Water Conservation Bill (HB-1154) will be explained in
Section III. Designing the plan required evaluation of Pueblo's present and future
demands, facilities and policies.
