v. ASSESSMENT OF PUEBLO'S WATER USE EFFICIENCY
PROGRAMS

Each of Pueblo's Water Efficiency measures is addressed in this segment ofthe
plan. The technological feasibility as well as the financial feasibility of
implementation of these measures is analyzed.

A. Water-efficient fixtures and appliances, including toilets, urinals,
showerheads, and faucets:

Numerous businesses market water savings devices. These devices attempt to
decrease the amounts of water used in household and business applications without
inconveniencing the users. The two decisive factors on evaluating the technological
feasibility of a device is whether the water saving ability of the device is consistent
and whether the water use function is adequately performed. In addition, any
possible negative influence on the drainage system of the household and the
community must be taken into account.

Water Closets (toilets) and urinals
The toilet systems on today's market are designed to replace the existing
conventional toilets. These newer systems appear to be technologically feasible as
far as the water they save, but other operating problems have not yet been
satisfactorily solved. Complaints related to flushing capabilities and plugged
sewage lines cah be associated with the use of the newer toilet systems. Pueblo,
however will continue to enforce the nationally recognized standards of the EP A Act
of 1992, and newly installed water closets in the City of Pueblo will have an average
consumption of not more than 1.6 gallons per flush. Urinals will not exceed 1.0
gallons per flush.

Showers and Faucets
Flow inhibiting shower heads and valves operate by restricting the flow of water
through the shower head. The flow restricting apertures that operate in these
devices are fully developed. The water savings vary in accordance with supply line
pressures. Flow restricting shower heads are also designed for replacement
installation.

Faucet flow controls restrict the passage of water in the same manner as the
shower control devices. Aeration and spray taps save water in rinsing activities in
the sink.

-12-
