F. Dissemination of infonnation regarding water-use efficiency measures,
including by public education, customer water use audits, and water-saving
demonstrations: (Continued)

Each and every year the Board participates in "National Drinking Water Week",
offering tours of Pueblo's Water Treatment facility to school children and the
general public alike. These tours include numerous demonstrations of water
related equipment and technologies. Efficient water use information is available
and is distributed to participants throughout the day.

Annual tours offer the public and Board employees educational opportunities to
learn about Pueblo's Water System and the Board's efficient use oftheir water.
These annual tours include:

Tours of Pueblo's Water Treatment Facility
An Annual 2-day Bus Tour of Pueblo's Transmountain Water
System for the public
New Employee Tours of the Municipal Water System
Employee Tours of the Transmountain Water System

The Board provides publications and brochures offering efficient water use tips and
other miscellaneous water related information. These brochures/publications
include:
Efficient Water Use/Conservation tips inserted in the monthly water
bills
Winterizing tips inserted in monthly bills
Home leak detection tips inserted in monthly bills

G. Water Rate structures designed to encourage water use efficiency in a
fiscally responsible manner:

In the 1960's and 1970's, the Board's water rate was designed around a "decreasing
block rate". This rate actually gave larger water users a discount for using large
quantities of water. In some respects, it actually penalized the smaller water user.
Needless to say, this rate structure generated revenues for the Board but did
nothing to encourage efficient use of water. In the 1980's the Board took a closer
look at their rate structure and decided to change to a Uniform Rate which the
Board uses today. This uniform rate structure encourages and promotes the
efficient use of water and eliminates the previous incentives to large water users.

-10-
