The FCLWD, with 7,300
shares of C-BT water, is the ninth largest allottee in the Colorado-Big Thompson water
system. This represents only 2.35% of the total available C-BT shares. As FCLWD's
raw water needs increase, the District will continue to obtain the additional C-BT water
shares required. With more than 50% of the CoST deliveries destined for agricultural
use, the ability of the FCL WD to obtain the needed shares of water is not a major
concern at this time.

The Fort Collins - Loveland Water District also maintains metered connections with the
City of Fort Collins and the City of Loveland.

3.3 District Facilities

3.3.1 Water Treatment

The Fort Collins - Loveland Water District, East Larimer County Water District and the
North Weld County Water District jointly own and operate a water treatment plant
located at the Soldier Canyon Dam of Horsetooth Reservoir. The treatment plant is
capable of delivering 30 million gallons per day (MGD).

-6
