<br />6.0 Program Implementation <br /> <br />6.1 Public Participation <br /> <br />The FCLWD will make copies of the Water Conservation Plan available for review and <br />comment from Monday, September 30, 1996, through Friday November 29,1996. <br />Notice of the availability of copies of the Fort Collins - Loveland Water District's Water <br />Conservation Plan will be posted and published during the public review period. <br />Comments will be accepted in person or in writing at the FCLWD office from 8:00 a.m. <br />to 4:30 p.m., Monday through Friday, during the comment period. Comments will also <br />be accepted at the regularly scheduled Board of Directors meetings on Tuesday, <br />October 8, 1996, and November 19, 1996. A resolution for final adoption of the Water <br />Conservation Plan is scheduled for the December 17, 1996, Board of Directors <br />meeting. <br /> <br />6.2 Potential Effects of the Conservation Plan <br /> <br />The implementation of conservation measures in the Fort Collins - Loveland Water <br />District has the potential for both positive and negative effects on the District. The <br />FCLWD's Water Conservation Plan attempts to promote water use efficiency without <br />executing wholesale changes that may have detrimental consequences on the District's <br />finances. Below are some potential positive and negative effects which were <br />considered by the District. <br /> <br />6.2.1 Potential Positive Effects of Water Conservation <br /> <br />Water conservation may: <br />. Lower system demand which could help delay future treatment plan! and ~__~__ <br />infrastructure expansion. <br />. Provide a means to extend raw water supplies which could make more water <br />available for renting out in certain years. <br />. Lower the individual tap-holder's quarterly water bill. <br />. Provide a way to comfortably meet system demands when Colorado-Big <br />Thompson quotas are set at or below 60% of allocation. <br /> <br />-19 <br />
