;'

6.2.2 Potential Negative Effects of Water Conservation

Water conservation may:
. Decrease the District's revenues to a point where rate increases are required to
fund the operation of the District.
. Require the District to rent out unused raw water supplies at a lower rate of
return than could be obtained by selling treated water.

6.3 Budget

The FCLWD budgeted $3,000 for water conservation in 1997. These funds will be
used to publish a newsletter to promote conservation through our regular newsletters
as well as paying for the publishing of the FCLWD's Water Conservation Plan. Future
budgets may include additional funds to begin implementing other conservation
measures deemed beneficial to both the District's customers and the FCLWD.

6.4 Program Implementation Schedule

No additional programs have been identified in this Water Conservation Plan that
require specific action on or before a specified date. FCLWD will continue the
schedule of 2-3 newsletters per year with sections dedicated to promoting water
conservation.

6.5 Future Program Evaluation

The FCLWD will continue to evaluate the implementation of existing and additional
water conservation measures.
