<br />5.0 Conservation Measures <br /> <br />Colorado House Bill 91-1154 , "The Water Conservation Act of 1991", requires that the <br />Fort Collins - Loveland Water District consider, at a minimum, the following nine <br />conservation measures and address each of them in the District's Water Conservation <br />Plan. <br /> <br />5.1 Water Efficient Fixtures and Appliances <br /> <br />5.1.1 Current FCLWD Measures <br /> <br />The Fort Collins - Loveland Water District currently does not have the legal authority to <br />require customers to use water efficient fixtures. The use of water efficient fixtures and <br />appliances is required for all new construction by the uniform plumbing codes and <br />building requirements which have been adopted by Larimer County, and the cities of Ft. <br />Collins, Loveland and Windsor. These requirements, by city and county, are <br />summarized in Table 5-1. <br /> <br />Since only low flow toilets are now manufactured in the United States, the issue of low <br />flow toilets for new construction has been addressed. Currently, none of the <br />municipalities listed in Table 5-1 require replacement items to be water efficient. <br /> <br />Ta <br /> <br />ble 5-1. At <br />this time, the District is not considering any type of low-flow retrofit fixture program; <br />however, this option may be considered in the future. <br /> <br />-13 <br />
