<br />2. Research analysis of the Bureau's Environmental Data Network <br />computer products will be undertaken to evaluate the timeliness, direct <br />application, and overall usefulness in identifying and forecasting pre- <br />cipitation and other meteorological parameters pertinent to precipitation <br />management. <br />3. Perform comprehensive analysis of existing hydrometeorological <br />and ecological data to improve computer research models of watershed <br />runoff and other environmental interactions. <br />4. Through the research and planning studies undertaken by this <br />agreement, develop and assess practical effectiveness of cooperative <br />local-state~federal arrangements for precipitation management activities <br />in Colorado. <br />5~ The State will make available to the Board equipment and supplies, <br />including precipitation gauges, computer terminals, and computing time, <br />to perform the research. It is anticipated that no major equipment <br />items shall be purchased by the Board under this agreement. <br />6. Data and study results will be furnished the State by the Board, <br />to aid in the evaluation of weather modification effectiveness and <br />impacts. <br />C. Work Plan <br />A work plan will be developed by the 28th day of February, 1977, <br />in coordination with the Board, the State, the Bureau of Reclamation, <br />local water user organizations, and consultants and advisory committees <br />defining the sequence, extent, and degree of the research and planning <br />studies and coordination of review and release of study results and <br />other publicity. The work plan may be updated or amended as mutually <br />agreed upon by the Board and the State. <br />D. Reports <br />The Board shall furnish to the State the following reports: <br />1. Five copies of a letter-type progress report due on the 10th <br />day of each calendar month during the contract period. The reports will <br />describe, in a manner acceptable to the State, all substantial work <br />performed, travel, and personnel charges during the preceding month. <br />The reports will include a brief summary (two or three sentences) <br />of the work performed on each task outlined in the work plan. <br />2. Fifty copues of a complete final report on or before November <br />30, 1977, covering work done hereunderJ disclosing all such work and <br />all data and information obtained and results achieved in the perform- <br />ance of this contract including conclusions and recommendations <br />derived therefrom. Such report shall include a complete disclosure of <br />all technical data relevant to the experiments performed, the techniques <br />developed, the investigations made and technical data relevant to the <br />materials studied and methods and processes employed. The report shall <br />be in such full, clear, and concise and exact terms as to enable any <br />qualified person to carry out recommendations made in the report and <br />to reproduce any equipment and processes employed and to use such equip- <br />ment and processes by application of the roost advanced state-of-the-art <br /> <br />-2- <br />
