<br />4.8 Water Rate Structures Designed to Encourage Water Use Efficiency <br /> <br />4.8.1 Current Measures <br /> <br />ELCO currently bills once a month. All customers are assessed $11.80 for the fiTst <br />4,000 gallons plus a uniform rate of $1.40 per thousand gallons over 4,000 gallons. <br />Each customer is assigned an annual water allotment based upon the amount of raw <br />water dedicated at the time the property was developed. If a customer uses more <br />than their annual allotnlent during the twelve months between October of one year <br />and November of the following year, a surcharge is assessed. <br /> <br />The surcharge increasesthe water rate to $2.07 per tho)lsand gallons for every <br />thousand gallons over the annual allotnlent. Most customers with a residential size <br />water service have an annual allotment of 240,000 gallons. Each customer's annual <br />allotment and year-to-date water use is printed on their monthly bill., In a year with <br />less than average precipitatipn. approximately 30% of residential customers exceed <br />their annual allotnlent. Approximately 20% of non-residential customers exceed their <br />annual allotment each year. , " ' . . - , , <br /> <br />4.8.2' - FutUre Measures <br /> <br />, . . . <br />ELCO does not plan to modify its rate structure at this time. Uniform rates and a <br />, , <br />surcharge for customers who exceed their annual allotnlent are effective in <br />encouraging water use efficiency. <br /> <br />4.9 Regulatory Measures Designed to Encourage Water Use Efficiency <br /> <br />4.9.1 Current Measures <br /> <br />Article VII, Paragraph 5, of the Rules and Regulations of East Larimer County <br />Water District reads as follows: "No customer shall knowingly permit leaks or waste <br />of water. In the event water is wastefully or negligently used on a customer's <br />. - - ul>remises anlfsenously'affectSlfiege-IferaISernce,-ilie DIstrict fuay'discontiIfue 1lle - - <br />service if such conditions are not corrected within five (5) days after the customer has <br />received written notice thereof." <br /> <br />4.9.2 Future Measures <br /> <br />Imposition of additional regulatory measures designed to encourage water use <br />efficiency is not anticipated at this time. <br /> <br />12 <br />
