The lines are isolated while the amount of water entering the lines is <br />monitored at master meters. <br /> <br />4.6.2 Future Measures <br /> <br />A contractor will be hired in 1997 to perform electronic leak detection on a portion <br />of the District's distribution system. ELCOwill attempt to reduce unaccounted water <br />use to 10% or less through an ongoing program of leak detection and repair. <br /> <br />4,7 Dissemination of Information Regarding Water Use Efficiency Measures <br /> <br />4.7.1 Current Measures <br /> <br />ELCO mails a customer information packet to each new customer. It contains a copy <br />'of District Rules and Regulations, a Customer Information Brochure and an A WW A <br />prepared pamphlet titled "25 Things You Can do to Prevent Water Waste." The <br />brochure is a 20-page document that contains information about ELCO's origin, <br />water quality and supply, service area, policies and rates. Tips on water conservation, <br />fire protection and backflow prevention are also included. The brochure received the <br />1994 Community Relations Outreach Award from the Colorado Special District <br />Association. ' ' <br /> <br />The section of the brochure that addresses water conservation encourages residential <br />customers to first focus their efforts on improving lawn water practices and secondly, <br />on reducing bathroom water use. It also contains a pie chart showing the percentage <br />of water used in a typical household for irrigation (50%), toilets (16%), <br />washing/cooking (13%), shower/bath (15%) and faucets (6%). <br /> <br />The A WW A pamphlet lists nine tips for reducing bathroom water use, six tips for <br />reducing water use in the kitchen and laundry and ten ways to save water outside. <br />_ _ _ _ _ _ _Th~JlM1phMs_ ar~sQ a\'ai1able_for-customers-ID- pi~k- up-when -they- pay -their-biU-at - <br />the ELCO office. . <br /> <br />ELCO mails a newsletter to its customers twice a year. The newsletter usually <br />contains a brief article on couservation and water use efficiency. The weather section <br />of the local newspaper includes a table that shows how many inches of irrigation <br />water a Fort Collins resident needs to apply if they have not watered for 3, 5, or 7 <br />days. Each year, fifth grade students in the Fort Collins school system attend a half- <br />day water festival at Colorado State University. The festival provides instruction on <br />the water cycle, couservation, treatment and related water issues. <br /> <br />4.72 Future Measures <br /> <br />In the fall of 1996, ELCO will replace its postcard bill with a bill inserted into an <br />envelope. The envelope bills will make it easier to distribute information on water <br />use efficiency. The District anticipates utilizing bill stuffers produced by the AWWA. <br /> <br />11 <br />
