Upon completion of the project, ELCO will have customers throughout its service
area with Xeriscape landscaping. Those customers will be utilized as demonstration
sites for others considering Xeriscape. Data will also be available on the cost, yield
and reliability of Xeriscape within the District service area.

4.4 Water-Efficient Industrial and Commercial Processes

4.4.1 Current Measures

ELCO does not currently serve any large industrial customers. The largest
commercial water users are hotels and motels located near Interstate 25. There are currently no plans to target water '
conservation efforts at non-residential customers.

4.5 Water Reuse Systems'

4.5.1 Current Measures

ELCO does not currently promote or require the reuse of water for any purposes.
Water reuse requires the involvement of wastewater service providers, none of which
are affiliated with ELCO. Wastewater collection and treatment for ELCO customers
is provided by the City of Fort Collins, Cherry Hills Sanitation District or Boxelder
Sanitation District. Quite a few ELCO customers have on-site septic systems
regulated by the Larimer County Health Department.

- . - -- .. -- H - 4.5~2u }'utUre Measures --

There are no plans to promote water reuse by ELCO customers. The number of
different wastewater service providers operating independently with the District
makes it difficult to promote large scale water reuse.

4.6 Distribution System Leak Repair

4.6.1 Current Measures

All known leaks in water distribution lines and services are repaired as soon as
possible after they are located. Older lines which show a history of leaks or require
frequent repair are targeted for replacement. All new lines are subject to a pressure
test prior to acceptance by the District

10
