Conserved water becomes available to meet demands of new <br />customers without the economic and environmental costs associated with constructing <br />new storage and treatment facilities. Reducing water use can decrease or defer <br />expansion of water treatment facilities and decrease energy and chemical costs. <br />Conservation oriented water rates provide customers who use water efficiently with <br />an immediate payback. ELCO will continue to encourage <br />customers to voluntarily reduce their water use by distributing conservation <br />information to new and existing customers, assessing rates that discourage excessive <br />use and promoting efficient landscaping and installation of xeriscape. The District <br />will focus its efforts on reducing unaccounted water use to 10% or less of total <br />treated water production. <br /> <br />J <br />] <br />] <br />j <br />J,' <br />~ <br />'1 <br /> <br />Section 6. <br /> <br />Public Process <br /> <br />'ELCO made draft copies of its Water Conservation Plan available for review and <br />comment from Friday, September 13, 1996, through Tuesday, November 14, 1996. <br />Notice of the availability of the Water Conservation Plan was posted and published <br />during the pubic review period. A copy of the Affidavit of Publication is included in <br />Appendix B. <br /> <br />Resolution 96-11-01, Resolution of the East Larimer County Water District <br />Regarding Adoption of a Water Conservation Plan was approved unanimously by the <br />Board of Directors at its regularly scheduled meeting held on November 12, 1996. A <br />copy of the Resolution is included in Appendix C. <br /> <br />13 <br />
