Dissemination of information regarding water use efficiency measures <br />including public education, water use audits, water saving demos: <br /> <br />The city celebrates Drinking Water Week every year in May, It is a <br />national public education effort focused on water awareness and <br />conservation, The city provides an open house and tours of the water <br />treatment facility. The city's April/May newsletter dedicates several pages <br />to water issues and publicizes the open house activities. Letters are sent <br />out to all of the Broomfield schools inviting them to set up class field trips <br />and class presentations, The city has provided hundreds of AWWA <br />Teachers Guides and thousands of Activity/Color books for the students <br />to promote water awareness and conservation, The 1996 Drinking Water <br />Week publicity will advertise the new home water audit kits that are now <br />available, The city has purchased 200 home water audit kits for <br />distribution to residents free upon request. The inexpensive kits are <br />expected to reduce household consumption by up to 30 gallons per day, <br /> <br />The city sponsors annual Xeriscape seminars through the Boulder Energy <br />Conservation Center (BECC), The seminars are free to Broomfield <br />resident's, BECC provides information on drought tolerant plant material, <br />turf alternatives to a bluegrass lawn, alternative landscape materials, <br />water-efficient irrigation system design, BECC will provide 14 seminars in <br />and around the Broomfield area in 1996 that are available to Broomfield <br />residents, <br /> <br />A Xeriscape demonstration landscape is planned at the new water <br />treatment facility, All principals of low water use landscaping will be <br />incorporated into the demonstration site and it will be separately metered <br />to track water use, Interpretive signs will be included as an educational <br />tool for visitors to the site, <br /> <br />7. Water rate structures designed to encourage water use efficiency in fiscally <br />responsible manner: <br /> <br />; <br />11 <br /> <br />The city contracted with Rich Giardina and Associates, Inc. in April 1995 <br />to perform a water and sewer rate study, The "Utility Financial Planning <br />and License Fee Study" (January 1996) considered eleven pricing <br />objectives when evaluating alternative pricing forms, Three of the eleven <br />objectives addressed water-use efficiency, These objectives were water <br />conservation, peak usage reduction and large volume customers <br />(Appendix D). The new water and sewer rates were adopted after a public <br />hearing on February 6, 1996 (Ordinance 1167 and 1168 amending <br />Broomfield's Municipal Code, Chapter 13-08 and 13-12, respectively). <br /> <br />17 <br />
