PROJBC~ IHPLBHBRTA~ION
The Town contracted with a private contractor, Environmental Asset
Recovery Services, Inc. (EARS), to.
- help the Town select the devices,
- hire and train local staff to install the devices,
- educate residents at their homes on water conserving
practices. and
- report on their experiences in completing the project.

Project cost was not to exceed $25.37 per household based on
installation of one each of all four devices. The devices were
selected in consultation with EARS based upon their water savings,
cost, durability, ease of use. minimal need for maintenance.
customer satisfaction, and long-life. Following is a list of the
devices selected and their cost to the Town.

a. Low Flow Showerhead. Niagara 2131. $3.20 each
b. Bathroom Aerator. Niagara 3100. $0.45 each
c. Kitchen Aerator, Niagara 3101. $3.10 each
d. Float-A-Flapper, EARS 1102. $2.00 each

EARS advertised locally and hired two workers for the project. one
of whom was bilingual in English and Spanish. Devices and water
conservatin brochures were ordered and water audit forms designed
(see enclosed). A letter went out to all residents announcing the
start of the project and enlisting cooperation. EARS then made
appointments and completed the installations. At project end, EARS
reported the number of devices installed, provided information on
their experiences doing the installations, and made recommendations
on ways to improve the project.

EARS installed devices in 256 of 299 households (86%) as follows.

- 260 showerheads (some households purchased a 2nd unit),
- 254 kitchen aerators,
- 264 bathroom aerators, and
- 263 toilet devices.

An additional 30 households elected to install the devices
themselves either because of scheduling difficulties or hesitancy
to have the contractors enter their homes. No follow-up was
conducted to see if those intending to install the devices ever
did. Many households did not elect to install all four devices.
Some had no shower, some already had water conserving showerheads
or toilets. and others had special showerheads or aerator devices
they did not want to remove.

The estimated water conservation per unit based upon estimated
normal flow rates is as follows.

'1
