<br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />1 <br />I <br />I <br />I <br />I <br /> <br />BACKGROUND <br /> <br />Water has always been a limited and precious resource in the semi-arid climate of Colorado, <br />more so in some regions than others. The City of Golden is fortunate to have had forefathers with <br />the foresight to secure ample water rights to Clear Creek for their day and for the future. (See <br />Tables I-A, I-B, l-C and Graph 1.) Provided with a continuous yet inconsistent water source, <br />Golden has historically been able to produce sufficient drinking water to meet the needs of its <br />population in times of both high and low demand. Currently, the City is equipped to treat water <br />in quantity to meet the demands of a population up to 25,000. With the current population total <br />approaching 15,000 and a 1 % managed growth initiative in place, it will be some time before this <br />projected population is realized. A water rate study done in 1993 by Black & Veatch for the City <br />of Golden indicated that Golden's per capita water consumption was less than the average for the <br />Front Range area. <br /> <br />Residents of Golden are in a more comfortable position than many because of the City's <br />extensive water rights. However, there is a growing awareness in the community that water is a <br />fInite resource. Residents realize that unforeseen and uncontrollable events can and do happen <br />that impact the water resources that they so heavily rely on in everyday life. It is to the <br />advantage of all to act with this in mind and to use the water we have available to us wisely. <br /> <br />MISSION STATEMENT <br /> <br />The goal that the City of Golden wishes to achieve through its Water Conservation Plan is to <br />cultivate a water ethic among its residents, to increase public awareness of water conservation <br />measures through educational and cooperative efforts and to do so by setting the example for its <br />residents to follow. Implementation of a water conservation plan for Golden will help to ensure <br />continued abundance of safe drinking water for future generations. <br /> <br />-2- <br />
