<br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />1 <br /> <br />CITY OF GOLDEN <br />W ATER CONSERVATION PLAN <br /> <br />INTRODUCTION <br /> <br />The State of Colorado Water Conservation Act of 1991 (HBI154) requires that any entity that <br />supplies 2,000 acre-feet of retail water annually for domestic, commercial or industrial use, <br />submit a water conservation plan to the State Office of Water Conservation no later than June 4, <br />1996. The City of Golden's drinking water treatment plant produces approximately 4,000 acre- <br />feet of potable water per year (1433 million gallons). Funds are available from the Colorado <br />Water Conservation Board and the Colorado Water Resources and Power Development <br />Authority to assist projects involving water diversion, storage, conveyance, water treatment and <br />waste water treatment. By developing a water conservation plan, the City of Golden would <br />become eligible to apply for these funds. Not used as a resource in the past, the City may find <br />this a potentially useful source of financial assistance in the future. Although prompted by <br />HB 1154 to develop a plan at this time, the City has been involved in water conservation <br />measures for the past several years. Water conservative measures initiated by the City to date <br />have been done as a routine part of City operations without benefit of a staff or budget <br />designated for this purpose. Limited staff and budget constraints will continue to exist. In the <br />meantime, the City continues to recognize the importance of protecting its water resource and <br />will continue to involve its residents in working towards this aim. <br /> <br />The following water conservation plan outlines the areas to be addressed by the City's overall <br />wate! conservation program. The plan itsclf',vill be implemented, adopted by Resolution No. <br />715, immediately upon the approval of City Council. It will be evaluated, as staff and budget <br />allows, and updated as needed, at the discretion of the City's water conservation coordinator. It <br />is designed to allow for the evolution, exploration and implementation of new ideas as well as <br />improvements upon existing measures and regulations. Changes to the plan can be adopted at <br />any time. If changes are major, the public will be notified, the changes will be made available to <br />the public in draft form. A period for public comment will be established. <br />
