<br />5. Leak Detection and Repair <br /> <br />Toilet and sprinkler system leaks are the major causes for leaks <br />after the water meter. The Water Department shares with its <br />customers, upon request, information regarding the use of food <br />coloring for toilet tanks and assists customers either over the <br />telephone or in person at the site with questions regarding <br />possible leaks on a sprinkler system. <br /> <br />Although it has not been done in the recent past, an annual leak <br />detection program for the entire water distribution system is <br />planned. Current target date for the first leak detection program <br />is the winter of 1996/1997. <br /> <br />6. Education/Dissemination of Water Conservation Information <br /> <br />The Water Department works with local schools and other agencies to <br />provide information as requested on water conservation. Water <br />Treatment Plant tours are available upon request as well as during <br />our annual Blossom Day Festival. Water conservation literature is <br />made available at our "Canon City Water Department" booth during <br />the Blossom Day Festival as well as all year long in the water <br />billing office at city hall. <br /> <br />7. Water Rate Structure <br /> <br />The Canon City Water Department currently uses a rate system that <br />has a minimum charge dependent upon the water meter size and a <br />uniform block rate structure after the minimum allowance for <br />gallonage is exceeded. The rates are higher outside the city <br />limits than inside. Multiple units on a single meter are charged <br />the minimum, times the number of units served before the uniform <br />block rate structure is used. Outside bulk water customers (i.e., <br />Orchard Park and Brookside) pay a greater amount for the first <br />1,000,000 gallons used, then they are on the same uniform block <br />rate as outside customers. In addition, one industry and a private <br />golf course have agreements that allow the use of the water at a <br />rate approximately one-half what city residents pay and one-third <br />- -- ---- - - wfla-t-ee1:l-n-to-y--res-ideftt-s--are-eharged--.------- --- ---- -- ---------- ------- <br /> <br />Consideration is currently being given tq a uniform block rate <br />structure that will more clearly and fairly reflect what is <br />actually being used by our customers. There will continue to be <br />inside and outside rates. Unfortunately, the agreements with the <br />industry and the private golf course will not allow more than a <br />percentage adjustment equal to an increase of the inside water <br />users rates. <br /> <br />7 <br />
