<br />SECTION 1. HISTORY AND BACKGROUND <br /> <br />The Canon City Water Department was established in 1908 and <br />includes water rights and works for collection, purification, <br />transmission, storage, and distribution of water. The Water <br />Department is a self supporting Water Activity Enterprise governed <br />by and through the City Council of the City of Canon City. <br /> <br />The City of Canon City Water System represents the consolidation of <br />several communities and water districts, and encompasses an area of <br />more than fifteen square miles located in Fremont County. Water <br />service is provided to customers within and outside the city limits <br />of Canon City. The system has 7,476 metered water connections. <br />The estimated population served by the water system is 24,000 <br />(15,500 Canon City residents and 8,500 Fremont County residents). <br /> <br />There are also two active contiguous water districts and one <br />neighboring community that serve water to their users. <br /> <br />* Park Center Water District has its own water supply and <br />treatment facilities, and distributes water to its 868 users. This <br />district lies north of the city and in fact serves water to some <br />Canon City residents. <br /> <br />* Orchard Park Water District purchases its potable water from <br />the City of Canon City, and distributes it to 36 users. This <br />district lies northwest of the city. <br /> <br />* Brookside is an incorporated community southeast of the City of <br />Canon City. This town purchases potable water from Canon City and <br />distributes it to 50 users. <br /> <br />The State of Colorado passed House Bill 91-1154 in 1991 which has <br />been entitled "WATER CONSERVATION ACT OF 1991" with an effective <br />date of July 1, 1991. The requirements of this act are that all <br />entities that supply 2,000 acre-feet of water annually for <br />"_~__ _~estir:lCDIl1IDerciaL _use_-IllUSt--Wi.thin--t-i-v:e years of the cffccti vo -- <br />date develop, adopt, make publicly available, and implement a water <br />conservation plan. <br /> <br />The "WATER CONSERVATION ACT OF 1991" requires that a water <br />conservation plan: <br />1) consider nine conservation measures <br />2) be published in draft form <br />3) be made publicly available for comment after public notice <br />is given <br />Comments must be solicited from the public for a minimum of 60 days <br />and reference must also be made to elements that are already being <br />implemented. <br />
