<br />CIRCE Operator's Manual <br />March 1994 <br />3 <br /> <br />planning to allow water managers and decision-makers to rationally <br />and systematically evaluate their options, and observe how their <br />system is impacted by the implementation of a wide variety of water <br />conservation measures. CIRCE is designed to be easy to use, with <br />results portrayed in understandable and attractive graphics. <br /> <br />The Model operates on a monthly time-step over a historically based <br />study period of 25 years. The Model will permit an entity to' <br />simulate the monthly operation of their unique water supply system <br />over the entire study period. The program provides graphical <br />displays of many critical system parameters, including: <br /> <br />Demands <br />Supplies <br />Reservoir Contents <br />Shortages <br />User Rates <br />Plant Investment Fee (System Development Charges) <br />Incbme vs. Expenses <br />Capital Spending Schedule <br /> <br />The Model will highlight incidents of water supply or economic <br />shortages and calculate average annual income and cost for the <br />system under the water supply scenario developed. <br /> <br />CIRCE can be used for evaluating water supply, water operating, and <br />water management options, developing rates, fees, tolls, and <br />charges, and as a water conservation planning tool. The Model can <br />be used to track overall system performance over a 25 year period <br />and provide information to decision-makers regarding the impacts of <br />various alternatives. <br /> <br />CIRCE consists of six linked modules: Executive, Demands, Water <br />Sources, Water Systems, Capital Cost and Financial, which interact <br />by passing information among themselves, as needed, for the <br />complete analysis of water management scenario. The Model provides <br />the user with an analytical framework with which to relate the <br />myriad of data required to evaluate both the operational and <br />financial aspects of the alternative(s) under study. <br /> <br />A warning to the user: CIRCE is a tool which approximates the <br />results of water conservation measures, system operations and <br />financial impacts on your system by using certain assumptions. <br />Empirical data, especially on how water is used by' your customers, <br />developed from your own service area's experience, is essential in <br />determining the effects of various measures on your system's <br />reliabili ty. <br />
