section I. Introduction

In 1992, the Colorado Legislature passed the Water Conservation
Act. The Act requires many water using entities, both public and
private, to develop water plans that include water conservation.
The Act emphasizes the integration of demand reduction programs
into the water supply planning process to elicit consideration of
water conservation measures as a part of the water entity's
future operation.

The Colorado Integrated Resource Conservation and Economic Model
(CIRCE) was developed by the Cherry Creek Valley Water and
Sanitation District, located in Arapahoe County, Colorado through
a grant from the Colorado Water Conservation Board. CIRCE is
designed to assist water entities with complying with the Water
Conservation Act by helping them to develop a holistic water plan
that integrates water conservation, structural alternatives,
system operation, costs, revenues, and water development into one
comprehensive plan.

CIRCE Has an extensive on-line help system. This brief
Operator's Manual is provided to orient the user to CIRCE's
features, requirements, and system operation. The help screens
are there for the user's immediate assistance during the Model's
operation. No matter where the user is in the Model a help
screen is available by pressing the "hot buttcin", F1, which will
describe the information the Model is seeking.

CIRCE was designed to allow the user to input specific data found
in the user's service area. Asdelivered,CIRCE is adaptable to
a wide variety of water systems, but customization may be needed
to capture more complex interrelationships and operating rules
for individual systems. Future versions may include new water
conservation measures, based upon newly acquired information.
Please contact the Colorado Water Conservation Board at (303)
866-3441, Aquasan (303) 798-7778 or Compuserve # 73732,1604,
concerning new data you have which might be helpful to other
water entities or suggestions from your experience that could
improve the MODEL.

section II. Desian Concepts

CIRCE is a decision-support tool to assist water managers with
water supply planning, water management, rate setting and
revenues proj ections . The concept of the Model is to enhance
water supply planning by simulating the operating and financial
effects of water conservation measures on a water provider'S
system. The Model uses information from tested and proven water
conservation measures, hydrology, system operations and economic
