<br />section I. Introduction <br /> <br />In 1992, the Colorado Legislature passed the Water Conservation <br />Act. The Act requires many water using entities, both public and <br />private, to develop water plans that include water conservation. <br />The Act emphasizes the integration of demand reduction programs <br />into the water supply planning process to elicit consideration of <br />water conservation measures as a part of the water entity's <br />future operation. <br /> <br />The Colorado Integrated Resource Conservation and Economic Model <br />(CIRCE) was developed by the Cherry Creek Valley Water and <br />Sanitation District, located in Arapahoe County, Colorado through <br />a grant from the Colorado Water Conservation Board. CIRCE is <br />designed to assist water entities with complying with the Water <br />Conservation Act by helping them to develop a holistic water plan <br />that integrates water conservation, structural alternatives, <br />system operation, costs, revenues, and water development into one <br />comprehensive plan. <br /> <br />CIRCE Has an extensive on-line help system. This brief <br />Operator's Manual is provided to orient the user to CIRCE's <br />features, requirements, and system operation. The help screens <br />are there for the user's immediate assistance during the Model's <br />operation. No matter where the user is in the Model a help <br />screen is available by pressing the "hot buttcin", F1, which will <br />describe the information the Model is seeking. <br /> <br />CIRCE was designed to allow the user to input specific data found <br />in the user's service area. Asdelivered,CIRCE is adaptable to <br />a wide variety of water systems, but customization may be needed <br />to capture more complex interrelationships and operating rules <br />for individual systems. Desian Concepts <br /> <br />CIRCE is a decision-support tool to assist water managers with <br />water supply planning, water management, rate setting and <br />revenues proj ections . The concept of the Model is to enhance <br />water supply planning by simulating the operating and financial <br />effects of water conservation measures on a water provider'S <br />system. The Model uses information from tested and proven water <br />conservation measures, hydrology, system operations and economic <br />
