Such exceptions may be granted in the sole discretion <br />of the city manager, or his designee; npon a showing of hardship or extraordinary <br />circumstances, providing the person or entity applying for such exception pre. <br />sents an acceptable water conservation plan with the application for an excep' <br />tion. <br /> <br />(b) Obtaining permits: <br /> <br />(1) Applicants shall submit a site plan on a form supplied by the city, together with <br />their application for a permit which application shall set forth applicant's name, <br />the address of the lot, size of the lot area, soil preparation heretofore undertaken, <br />size of the area entitled to be devoted to lawn, turf or sodded area and date on <br />. which water is to be first applied to such area. <br /> <br />Supp. No. 53 <br /> <br />2762 <br />
