<br />Lot area shall be defined as the gross square footage of any lot without regard to water
<br />impervious improvements such as driveways, sidewalks or blacktops or any structures erected
<br />thereon.
<br />
<br />PBGshall refer to planned building group as described in section 41.582 of this Code.
<br />PCZD shall refer to planned community zoned districts as described in section 41.629 of
<br />this Code.
<br />
<br />PUD shall refer to planned unit developments as described in section 41-603 of this Code.
<br />
<br />Soil preparation. shall be defined as the addition to existing soil of a minimum of three (3)
<br />cubic yards (a layer one-half ('/2) to one (l)lnch deep) of organic matter and ten (10) pounds of
<br />treble superphosphate (0-46.0) or equivalent per one thousand (1,000) square feet of pervious
<br />area, introduced by tilling, discing or other suitable method to a minimum depth of six (6)
<br />inches. Acceptable orgairlc matter will include compost, peat moss, aged manures, aged saw.
<br />dust, or any combination of the above. Unacceptable materials will include, but are not limited
<br />to, sand, gypsum and lime.

<br />Sec. 39.80. Exemptions.
<br />
<br />(a) It shall be the duty of the director of utilities to promulgate a list of drought.tolerant
<br />grass species and acceptable mixtures of such species. This list will be updated as research and
<br />experience indicate such a need for revision. Areas devoted to the cultivation of those listed
<br />species and acceptable mixtures will be exempt from the area limitations set forth in section
<br />39.81 of this Code. The list and any subsequent revisions shall have fu1l force and effect when
<br />published P1U'S1.\ant to the terms of section 1.13 of this Code.
<br />
<br />(b) Parks owned, maintained and operated by the city or any other governmental entity,
<br />as well as areas owned and maintained hy school districts, shall be exempt from the provisions
<br />of this division, prOvided such entities present to the utilities department a water conservation
<br />plan for their particular area. Such plans are to be approved prior to lawn or turf area
<br />installation and may include, but are not limited to, elements of water efficient design and
<br />irrigation technology.

<br />Sec. 39.81. Regulation of areas devoted to lawn. turf or sodded areas.
<br />
<br />It shall be unlawful for any person, firm, public entity or corporation, either for profit or
<br />nonprofit, using water supplied by the Aurora water supply delivery system. to install or
<br />develop any lawn, turf Or sodded area, to enlarge any existing lawn, turf, or sodded area,
<br />without first having conducted soil preparation and obtained a permit from the director of
<br />utilities of the City of AUrora, for such installation, or enlargement as is provided herein. The
<br />provisions of this section shall be applicable to installation, or enlargement of any lawn, turf
<br />or sodded area irrigated by water delivered through the Aurora water delivery system. For
<br />purposes oftms section a rebuttable presumption will exist that it is the person or entity billed
