TOWN OF CASTLE ROCK
"Teach By Example" Program Surnmary
Page 2

existing water conserving methods; reasons for wanting to participate in the program; and
willingness to put in their own time and effort. Participants were to be representative of
average Castle Rock customers.

Of over three thousand newsletters and applications sent out, thirty-one were
completed and returned. Five finalists were interviewed, and three were selected for
participation in the program.

The committee had a specific format for the interview, including formal questions,
and general discussion. Copies of the interview notes are included in each homeowner's
section. However, even though prospective participants were thoroughly briefed on the
goals and objectives of the "Teach By Example" Program, as well as with the general outline
of how the retrofit processes would be accomplished, in retrospect, more scrutiny could
have averted some unforeseen difficulties, related to the varying perspectives involved.

Selected applicants all expressed their desire to "participate" in the program and
expressed that they could and would assist in the retrofit schemes. To more fully ensure
that this would occur, a home specific retrofit budget, interior format, and a preliminary
exterior design should have been more explicitly defined to completely illustrate the level
of involvernent necessary to achieve an agreed upon goal. This may have clarified the
quantity of obligation necessary for program participation by the homeowners and gave
them a realistic view of what the program would be capable of accomplishing at each
address. This would have been more preliminary work, however the scope of the measures
to be performed would have been predetermined and agreed upon by all involved parties,
and may have curtailed future misunderstandings.

The general should be as specific as possible in the beginning to preclude any
misinterpretations at a later time. During the interview process, don't be afraid to ask the
tough questions. Find out the number of hours per week that each family member can and
will commit to the project. Identify specific goals and define the jobs prior to selecting the
participants. Tie them down as much as possible to let you know with whom you are
dealing.

The committee reviewed homeowner information and determined which
conservation methods would be applicable at each location. The committee tried to equally
budget funds, and then determine the extent of work that could be accomplished within that
fiscal range. Each home had relatively new dishwashers, however toilet and clothes washer
replacement were viable options. All home.s were scheduled for faucet aerator installation
and shower head replacement where applicable. One of the sponsors, Ray Roman of a
local plumbing company, Rock Plumbing installed all interior retrofit devices for a
discounted fee.

,
\ ..
,.~_r
