Project Goals Project goals set out in agreement with the State included: . Increasing customer awareness of the effects of water conservation devices . Extending the useful life of the water systems . Collecting data for evaluation of future programs In addition the Subcontractor proposed the following goals: . . Increase the efficient use of water by retrofitting government and tourist accommodation buildings . Lower operating costs of treatment plants by reducing the amount of waste water to treat . Reduce utility bills and water use by saving hot water needed for domestic use . Promote community awareness of the need to conserve water Setting up the Project The Subcontractor planned to work with each of the participating governments to implement the project and also to have the grant award matched by other local funding sources. The Subcontractor was in charge of installing all the devices with the intention to subcontract the new toilet retrofits to local plumbing contractors. Only those households on water meters were to be monitored under the grant, but the Subcontractor would make the water efficiency devices available to other buildings that may not have been metered, since the overall goal was to save water. The Subcontractor would have on record the monthly water usage of each household in order to track usage and savings, both water and financial, before and after the project. A survey would be conducted ofthe participants to determine customer perceptions and satisfaction levels with devices. . 2
