This involves 12 local governmental' .'
entities including Aspen, Basalt, Battlement Mesa, . ,
Carbondale, Glenwood Springs, New Castle, Parachute, Rifle,
Snowmass Village and the Counties of Eagle, Garfield and
Pitkin in the Roaring Fork Valley. .

Jul. 20 1993 11:20PM P01

10.0
pu2. ~
() r;;- '.
\~v

PROJECT DESCRIPTION

The grant award of $20,000 from the Colorado Office of Wa
Conservation will be matched by other local funding sourc
Each household that receives a new water-efficient toilet
will pay $125 for their share of the cost of labor and
materials. Combining these funds with other donations of
direct and in-kind cash and services will generate additional
funding for thiS project. .

Our primary focus will be on tl'\e installation of new ultra
low flush toilets that will replace old, inefficient ones.
This retrofit measure ,alone wi],l l;"educe water conSUmed by
toilets by over 50%. We will &lso install efficient
showerheads and faucet aeratora as part of the conservation
retrofit package. Il'\lplementat:i.on of this project. could lead
to the conservation of over 5 ~illion gallons of waste-water
each year. In addition, the utility bill savings resulting
from the conservatiori of hot Water alone coul~ pay for the
entire project within two yearEl after installation.

The Roaring Fork Energy Center (RFBC) will work with each of
the participating governmental entities to implement this
project. The RFECis a 501 (e) (3) non-profit corporation
that has previous experience.wtth water efficiency programs
in Carbondale, Glenwood springa, Aspen, Snowrnass Village and
Steamboat Springs. Overall COordination of the project will
be provided by the RFEC staff ~orking directly with Mark
Fuller of pitkin County staff. The RFEC will also coordinate
the project with the staffs of each city and county to
identify households, promote the project and monitor savings
in the future. The RFEC will be in charge of installing
all of the devices with the intention to subcontract the new
toilet retrofits to ioeal plumbing contractors~ This.worked
very well in theCarbondale/Glenwood Springs project and
helped support the local econo~y by the fact that all of the
money from the Office of Water Conservation grant went to a
local plumber ai'ld plumbing supply busines.s. They are both
very eager to continue the project in 1993. The r7mainder o~
the project costs were paid by homeowners and in-klnd
donations from the RFEC, Town of Carbondale. City of Glenwood
Springs, local media :and volunteers.

.~
\
