<br />Description and History of the District and Available Services
<br />
<br />The District is a Colorado Special District organized and existing pursuant to the, provisions of
<br />the "Special District Act," Title 32, C.RS" and its governmental functions are subject to the
<br />provisions of Article X, Section 20 of the Colorado Constitution,
<br />
<br />I
<br />Evergreen Metropolitan District (the "District"), is a consolidation of three districts, North
<br />Evergreen Metropolitan District, Evergreen Central Metropolitan District, and Evergreen
<br />Metropolitan District. The consolidation with North Evergreen District became effective as of
<br />January I, 1994, and the consolidation with the Evergreen Central District became effective July
<br />I, of 2002,
<br />
<br />The total Consolidated District shall be described as, and be comprised of all the area originally
<br />contained within the organizational order of each district, and the area contained in all inclusions
<br />of property into each district,
<br />
<br />The Consolidated District shall have all rights, powers, and authorities, and may provide all
<br />services, authorized by law, of a metropolitan district as set forth in Article 1, Title 32, C.RS"
<br />except for fire and park and recreation services, unless otherwise determined by subsequent
<br />orders of the Board of Directors of the Consolidated District and the Court,

<br />History of the Consolidated Districts
<br />
<br />The original Evergreen Metropolitan District, located in Jefferson County, Colorado, was
<br />organized on October 15, 1948 as the Evergreen Sanitation District, for the purpose of
<br />constructing and servicing sanitary sewer utilities to the central core of the Evergreen
<br />community, As development outside the District's boundaries increased, other sanitation districts
<br />were formed, These other districts contracted with the Evergreen Sanitation District to provide
<br />sewage treatment and system maintenance for their customers andlor facilities,
<br />
<br />This district became a metropolitan district with water capabilities on February 27, 1979. The
<br />districts with whom Evergreen Metropolitan District contracts for water service are also the same
<br />ones to which the District provides sewage treatment andlor wastewater system maintenance,
<br />These are the West Jefferson County Metropolitan District, Upper Bear Creek Water and
<br />Sanitation District, EI Rancho Metropolitan District, and the Kittredge Sanitation and Water
<br />District.

<br />The result of these inter-district contracts has been an economizing in service costs to system
<br />users, and a high quality of water treatment and wastewater effluent from the systems.

<br />Summary of Water Analysis
<br />
<br />The Evergreen Metropolitan District provides water for residential and commercial purposes in a
<br />relatively large part of the Bear Creek basin, Its main point of diversion is located at Evergreen
<br />Lake, Wastewater is collected in the service area and treated at three treatment plants, All
<br />effluent returns to Bear Creek above ldledale, In addition to providing potable water, the
<br />District's water rights provide water for irrigating the Evergreen and Hiwan Golf Courses,
