Plan Adoption

The EMD staff prepared a draft Plan for water conservation management in 2000, and submitted
it to a newly formed Water Conservation Committee, The Plan was adopted by EMD Board
Resolution in 2001 (see Appendix A) and was submitted to the Colorado Department of Water
Resources within 30 days of Board approvaL This plan includes all information necessary to
meet the requirements ofthe Colorado Water Conservation Act of 1991, HE, 91- 1154, See
Appendix B for a list of people contacted in the development of this plan,

Public Participation

The District has actively encouraged community participation in its water management planning
efforts through involvement of a representative of the other four Water and Sanitation Districts
in the Evergreen area, A Water Conservation Committee was formed that reviewed all aspects
of the proposed Water Conservation Plan, Committee meetings were held in late 2000 and 2001,
with a recommended final draft plan to the Evergreen Metropolitan District Board in June of
2001.

Committee Members were as follows:

Jack Christensen, Chairman, Evergreen Metro District
Peter Jacobson, West Jefferson County Metro District
Steve Cohen, Kittredge Sanitation & Water District
Peggy Stokstad, Upper Bear Creek Water & Sanitation District
Ross Grimes, El Rancho Metro District

To present the EMD Water Conservation Management Plan, public meetings were held, These
included: (1) A Water Distributor Advisory Committee meeting; (2) A formal public sessipn was
held for review and comment on the draft plan before the EMD Board's approvaL A copy of the
Plan was sent to the participating agencies for their review and a 60-day comment period prior to
EMD approval, Public Notices are attached in Appendix B,

The Water Conservation Plan has undergone revisions after the first summer of implementation
during the 2002 drought. The revisions are being recommended to the Board by the standing
Water Conservation Committee, The revisions are primarily to do with implementation of
drought responses for the different drought levels, A second public review and comment period
will be held prior to Board adoption of the revised Water Conservation Plan, The public
comment period and public hearing for this revised plan will be scheduled for April of 2003,

Notices of public meetings will be published in the local newspapers, posted at EMD facilities
and high usage commercial users such as the Evergreen Park & Recreation District. Copies of
the draft plan will be available at the EMD office, and the local library ,

Coordination Within the County

EMD Water Department staff met with and coordinated a review of this Plan with Jefferson
County Health, Jefferson County Emergency Services, and the Evergreen Fire Protection
District.
