Regulatory measures, including standards for the use of water use efficiency <br />fixtures and landscapes, and ordinances, codes or other laws designed to en- <br />courage water use efficiency. <br /> <br />. Incentives to implement water use efficiency techniques, including rebates to <br />customers or others to encourage the installation of water use efficiency meas- <br />ures, <br /> <br />2. State the role of water use efficiency plans in the entity's water supply planning. <br /> <br />3. Include a plan for implementing the program. <br /> <br />4. Be available for public comment for at least 60 days. <br /> <br />5. Be adopted by the entity's governing board. <br /> <br />Water Conservation Planning Committee <br /> <br />In April 1994, the City of Loveland Water Board formed a Water Conservation Subcom- <br />mittee. The Subcommittee included four Water Board members, two Water and Power staff, <br />a Bureau of Reclamation staff member and an interested citizen. The Subcommittee set two <br />goals, to educate customers and to reduce the demand for water. During monthly meetings, <br />information was presented concerning plwnbing fixtures, landscaping and public education, <br /> <br />In February 1995, the Subcommittee agreed to be an advisory group for completing this <br />water conservation plan. The group was expanded to include a representative from the North- <br />ern Colorado Water Conservancy District and additional City staff: the Water Resources En- <br />gineer from Water and Power; representatives from the Planning and Building Divisions of <br />Community Services and the Parks and Recreation Department. This became the Water Con- <br />servation Planning Committee. Meeting rninutes were distributed to the Water and Power Di- <br />rector, Business/Finance Manager, Water Utilities Manager and Community Services <br />Director to keep them' informed of the Committee's work. <br /> <br />The Committee set goals for the plan, established criteria for selecting measures, evalu- <br />ated a long list of existing and proposed new measures and finally recommended a set of <br />measures to be implemented over a five-year period, from 1997 to 2001. <br /> <br />Internal Approval <br /> <br />A draft plan was distributed to Water Conservation Planning Committee members for <br />their comments. Then, the plan received internal review and approval from the Water and <br />Power, Community Services, and Parks and Recreation Directors. On May 20, 1996, the <br />Water Board approved the draft plan imd recommended City Council approval of a resolu- <br />tion adopting the plan, <br /> <br />Public Participation <br /> <br />Citizen opinion is an important part of water conservation planning. The draft plan was <br />available for a 60-day public comment period from March 1 to April 30, 1996. Plans were <br />available at the Service Center, City Clerk's office and the Library. Over sixty draft plans <br />were distributed during this period.
