<br />-1 <br />I <br />I <br /> <br />J <br />1 <br /> <br />I <br />1 <br /> <br />I <br />I -- <br /> <br />I <br />I <br />I <br />, <br /> <br />Section 2 <br /> <br />LOVELAND'S WATER CONSERVATION PLAN <br /> <br />State of Colorado Water Conservation Act of 1991 <br /> <br />In 1991, the Colorado General Assembly enacted House Bill 91-1154, known as the <br />Water Conservation Act of 1991. Key elements of the Act: <br /> <br />. Established the Office of Water Conservation within the Colorado Water Conservation <br />Board to assist local governments and water providers with conservation programs. <br /> <br />. Required state agencies to develop water conservation plans for state-owned facilities <br />built orrenovated after 1993. <br /> <br />. Provided $500,000 in grant money to be used for pilot projects designed to demon- <br />strate water conservation. (In 1992, Loveland received a $17,930 granllo audit and ret- <br />rofit 600 homes.) <br /> <br />. Required water providers that deliver 2,000 acre-feet or more of water annually to de- <br />velop and implement water conservation plans by July I, 1996. <br /> <br />Water Conservation Plan Requirements <br /> <br />Loveland delivers more than 10,000 acre-feet of water annually to customers, and there- <br />fore falls under the water conservation plan requirement. After July 1, 1996, the Colorado <br />Water Conservation Board and the Colorado Water Resources and Power Development <br />Authority will not accept an application, or process an application that has already been sub- <br />mitted, for financial assistance in the construction of any water diversion, storage, convey- <br />ance, water treatment, or wastewater treatment facility from an entity that has not submitted a <br />plan. A water conservation plan must: <br /> <br />1. Consider the following nine areas of water-saving measures: <br /> <br />. Water-efficient fixtures and appliances, including toilets, urinals, showerheads <br />and faucets. <br /> <br />. Low water-use landscapes and efficient irrigation. <br /> <br />. Water-efficient industrial and commercial water-using processes. <br /> <br />. Water reuse systems, both potable and nonpotable. <br /> <br />. Distribution system leak repair. <br /> <br />. Dissemination of information regarding water use efficiency measures, includ- <br />ing public education, customer water use audits, and water-saving demonstra- <br />tions. <br /> <br />.
