]
\
I
\
\
I

I
I
I

- -----

I
1
I
I
I
I

3.5 Customer Classes
The City presently serves an approximate population of 8,500 customers, 2,720 customer
services. 2,255 services are residential, 393 services are commercial, 6 services are hospital
and nursing facilities, 13 services are schools, 46 services are irrigation only (45 treated water,
1 raw water) and 7 services are contract haulers.

SECTION 4. CONSERVATION MEASURES

4.1 Role of Water lJse Efficiency
Water conservation is a set of strategies which will enable us to utilize this essential resource
in a wide and prudent manner, both through supply management, in which the City conserves
within the supply system and through demand management, in which the user conserves
within his/her home or business.

Water conservation is not by any means meant to deprive our community of the benefits for
which water was intended. The purpose of water conservation and of this Plan is to provide
those benefits derived from water as practicable given current knowledge, technology and
prudent cost savings.

Water that remains in our streams and reservoirs provides many benefits which are important
to our customers and our community. When water is used efficiently, more water can remain
for recreation, wetlands, natural aesthetics and habitat for fish and other wildlife. In
addition, the City's water supply is extended for the future and the cost of new storage and
treatment facilities is deferred. By extending supplies, protecting the environment and saving
money we help insure our future.

Water conservation is not free and may not always be inexpensive. When customers use less
water the City's costs do not decrease proportionally. Conservation does help defer the need
for supply expansion, thereby deferring some water rate increases. In any case, since not
everyone conserves at the same rate, those who conserve will definitely save more money than
those who do not.

------~---
--------

Water conservation is a duty of the City as well as a duty of its customers. Many of the
programs contained in this Plan --leak detection, billing information, educational programs
---place the accountability on the City. Much of the potential savings must come from the
activities and habits of our water customers. Water conservation is many small actions that
add up to make a big difference. Please do your part. It makes CENTS.

Achieving water conservation goals will require the effort and commitment of everyone. The
intent of the City is to ensure that future generations will enjoy high quality water in sufficient
quantities to meet their needs. This will involve working closely with citizens today to build
Ii foundation for tomorrow for efficient water use.

6
