Distribution system leak repair <br />The City contracted with Pitometer Associates in 1984 to conduct a water <br />leak study of its entire water delivery system. Twenty-four leaks were found. <br />The estimated leakage was 656,000 gallons per day. The City just recently <br />concluded another water leak survey of its entire system. Thirty leaks were <br />found. The estimated leakage was 325,000 gallons per day. Only two leaks <br />remain to be repaired. The City has implemented a long range program for <br />leak detection. <br />The City has implemented a waterline replacement program. Two to three <br />waterlines will be replaced yearly, as the CapiUlI Improvements Program allows. <br />6. Dissemination of information <br />Water conservation pamphlets are made aniIable to the public at City Hall, <br />806 Cooper Avenue and at the Red Mountain Water Treatment Plant, 900 <br />W. 9th Street. <br />The City offers tours of the water and wastewater treatment plants to students <br />and teachers in grades K-12 and college. <br />7. Water rate structures <br />The City's water rate structure was amended in 1994. The City will continue <br />to adjust rates as deemed necessary for future improvements. It is strongly <br />believed that a solid conservation program will defer rate increases and <br />improvements. The current metered residential water rate is $13.25 per month <br />for the fIrst 10,000 gallons used; $1.16/ 1000 gallons of water used above 10,000. <br />The unmetered residential water rate is $3 I.5I/month for residences with three <br />water using rooms. A complete rate schedule can be found in the City's <br />Municipal Code. . <br />8. Regulatory measures <br />The City has an ordinance that prohibits the wasting of water. Run-off and <br />overspraying from irrigation systems to impervious surfaces is prohibited and <br />customers are required to maintain their irrigation systems to avoid leaks and <br />water waste. The City enforces this ordinance with fmes and the right to <br />discontinue water supply. <br />9. Incentive to implement water use efficiency techniques <br />None at this time. <br />10. Other water managem..nt acilidties---~ ------- <br />Any new tap upon the City's waterworks system is required to meter. Any <br />reconnection or resumption of service following any discontinuance of service <br />for non-payment is required to meter. Any change of use of an existing water <br />tap is required to meter. Any change of ownership of any property upon which <br />an unmetered water service exists, is required to meter. The City is currently <br />working toward the entire water system being metered by 2009. <br /> <br />5.1 <br />
