Flyers were distributed at the Municipal Building, the Public Library, <br />and the City Service Center (Attachment F). Flyers were also handed out at sev- <br />eral city-wide events during the summer and fall of 1992. <br /> <br />Radio. The local radio station, KLOV, aired an interview about the project and <br />provided Public Service Announcements. <br /> <br />Participants <br />Of the 1,029 coupons the City received from customers: <br />. 493 were from the utility billing insert; <br />. 342 were from the direct mailing; <br />. 140 were from the flyers; <br />. 54 were from the Reporter-Herald advertisements. <br /> <br />Households were selected to participate on a first-come, first-served basis. Some ap- <br />plicants did not qualify for the project and a few decided not to participate after ap- <br />plying. Five hundred customers were initially selected, but an additional 91 were <br />added because of the surplus of devices. In the December 1992 utility bill insert, Util- <br />ity News, an article thanked the customers who sent in coupons and updated them on <br />the status of the project (Attachment G). <br /> <br />Table I shows characteristics of the households that participated in the audit project. <br />Most of them own their home, pay the water bill and have lived in their home for <br />more than five years. <br /> <br />Table 1.
