<br />27 <br /> <br /> <br />1 (B) Program activities and accomplishments <br /> <br /> <br />2 needed to ensure that such goals are met within <br /> <br /> <br />3 the time period established by the plan; <br /> <br />4 (C) the role of the Federal departments and <br /> <br />5 agencies involved in the Program; and <br /> <br />6 (D) Federal funding necessary for the Pro- <br /> <br />7 gram to achieve such goals. <br /> <br />8 Such a plan shall be submitted to the Congress not, <br /> <br /> <br />9 later than 180 days after the date of enactment of this <br /> <br /> <br />10 Act, and shall be revised and extended biennially. <br /> <br /> <br />11 (c) DIRECTOR.-The Secretary shall'appoint a Direc- <br /> <br /> <br />12 tor of the Program. The Director shall be an individual who <br /> <br /> <br />13 possesses recognized management ability in :government oper- <br /> <br />14 ations and in research and development projects. In addition <br /> <br /> <br />15 to any other duty prescribed by law or assigned by the Secre- <br /> <br /> <br />16 . tary, the Director shall- <br /> <br /> <br />17 (1) be the principal Federal officer responsible for <br /> <br /> <br />18 planning and administering the Program; <br /> <br />19 (2) work with the interagency coordinating com- <br /> <br />20 mittee on weather modification, as provided for in sub- <br /> <br />21 section (d); <br /> <br /> <br />22 (3) acquire the services of a qualified professional <br /> <br />23 staff and such other assistance as necessary to carry <br /> <br />24 out the provisions, purposes,' policies, and findings of <br /> <br />25 <br /> <br />thi,~ Act; <br /> <br />f <br />t <br />
