<br />31 <br /> <br />1 law, user needs, and other areas related to weather modifica- <br /> <br />2 tion. The Secretary and the Director may utilize existing <br /> <br /> <br />3 advisory groups if they determine that such groups are <br /> <br />4 knowledgeable in such areas. <br /> <br />5 SEC. 7. SOUND MANAGEMENT PRACTICES. <br /> <br />6 (a) IN GENERAL.-The Director, in consultation with <br /> <br />7 the interagency coordinating committee and within 2 years <br /> <br />8 after the date of enactment of this Act, shall develop a set of <br /> <br /> <br />9 sound management practices for conducting weather modifi- <br /> <br />10 cation projects. Such practices shall be- <br /> <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br /> <br />(1) based on the current state of knowledge about <br /> <br />weather modification and its econom-ic, environmental, <br /> <br />legal, and societal effects; <br /> <br />(2) revised periodically to reflect any relevant ad- <br /> <br /> <br />vances in science or technology; <br /> <br />. <br />(3) utilized as standards for Federal weather <br /> <br />17 modification projects; and <br />18 (4) published for general dissemination to State <br /> <br />19 and local governments, universities, and private inter- <br />20 ests. <br /> <br />21 (b) MANAGEMENT PRACTlCES.-The set of sound <br /> <br /> <br />22 management practices shall address, but not be limited to, the <br /> <br />23 following activities- <br /> <br />24 <br /> <br />(1) project design; <br /> <br />')1; , ' -', <br />_0 <br /> <br />,(2) environment assess-menl; <br /> <br />..
