Fountain's decreed water rights augmentation plan, lower evaporation
figures will be used in the augmentation plan. The new treatment system
will save approximately 211 acre-feet per year in evaporation losses, as
calculated in accordance with factors in the augmentation plan.

Fountain is entitled to take water rights credit in its decreed augmentation
plan for return flows to Fountain Creek associated with lawn irrigation return
flows and treated wastewater at the Fountain Sanitation District facilities.
Fountain is also entitled to return a substantial portion of this water rights
credit by exchange to Pueblo Reservoir for re-storage in the City's storage
account. This water rights credit substantially reduces the amount of Fry-
Ark Project return flows that must be purchased by Fountain each year,
effectively conserving Fry-Ark Project return flows for use by Fountain or
other water users in the Arkansas River basin. Fountain calculates its water
rights return flow credits and reports these figures to the Colorado Division
of Water Resources on a weekly basis.

The Fountain Water Department, in conjunction with the Fountain-Fort
Carson School District #8 and the Parks Department, has developed a
system where non-potable water from wells is used for irrigation of turf
grass at several locations. The use of non-potable water reduces the
demand on the municipal water supply system.

Fountain obtains a portion of its water supply from Keeton Reservoir,
located approximately seven miles west of Fountain on Little Fountain Creek.
Water is released from the reservoir and conveyed to Fountain from Keeton
Reservoir by pipeline. The pipeline delivery system conserves the Keeton
Reservoir releases and prevents this water from being consumed through
evaporation and evapotranspiration in the natural channel along Little
Fountain Creek. The amount of water conserved by the conveyance system
is approximately 136 acre-feet per year. Maintenance and enhancement of
this delivery system is a high priority for the City to maximize efficient use
of this water resource.

water Conservation Plan - City of Fountain

Page 6
