<br />developments are required to landscape using plants from the approved low <br />water use plant list as well as provide a landscape plan that must be <br />approved prior to implementation. <br /> <br />The City has arranged for the use of non-potable water for certain major <br />industrial uses where applicable. The best example of this is a contract <br />between Fountain, the City of Colorado Springs, and Lafarge to use non- <br />potable water at the Southern Gravel Pit. The use of non-potable water at <br />this facility provides a municipal water savings of approximately two million <br />gallons per week. The City will assess individual industrial user needs on a <br />case-by-case basis, and assist in arranging for a non-potable water supply as <br />required. <br /> <br />The City encourages the use of recycling and reclamation of industrial <br />process water to the maximum extent practical. There will be a coordinated <br />effort between the City of Fountain and the Fountain Sanitation District to <br />maximize water efficiency through waste discharge permits and industrial <br />plant investment fee considerations. <br /> <br />Monitoring and Evaluation <br />Annually the Utilities Director will oversee a review of all commercial and <br />industrial water uses, and evaluate the need for changes to the types and <br />amounts of water used. The best indicator of plan performance is <br />monitoring the change in account usage from year to year and determining <br />the trend increasing or decreasing for each end-user. <br /> <br />IV. Water reuse systems, both potable and non-potable <br />As part of Fountain's decreed water rights augmentation plan, evaporation <br />losses at the wastewater treatment plant are assessed against Fountain's <br />water rights. Until 1998, the wastewater treatment plant used a lagoon <br />system to treat the wastewater, resulting in substantial evaporation losses. <br />The Fountain Sanitation District has completed the construction of new <br />wastewater treatment facilities, eliminating the lagoons and saving <br />substantial amounts of evaporation.
